Othman was the Technical Director of the Malaysian Agricultural Council (MACO), a statutory body formed to further the interest of companies in the agricultural industry in Malaysia. One of its services was to provide farm machineries to farmers. Purchases at MACO were always preceded by tender invitations and it was during one such tender process that Othman discovered a conflict of interest and unethical practices involving key management people in MACO. This case highlights the dilemma faced by Othman who has to decide what would be the best course of action to take given the ramifications of his actions or inaction.
